The handle on the right holds the lid in the upright position and brackets on the inside keep the tray level as it is raised and lowered into the bath.

When plugged in, the power light on the front comes on and the unit heats up nicely.  There is a switch on the plug that doesn't seem to do anything (power is on regardless), so it seems the switch is broken or bypassed inside with the cord passing straight through.  I couldn't turn the drain knob, so that should be looked at if you plan to use this item.
Nice physical condition aside from dust and light tarnish to the finishes.  I had to find a screw to attach the handle (the Philips one with washer).  The handle seems loose in its mounting, but I think that's normal - same with the brackets inside that also seem loose but work fine to support the trays as they are raised and lowered.  I also had to find two feet for the bottom (two were missing).  The replacements don't fully match the originals but do the job OK.
