    the elastic is stretched in the waist and needs replaced, this can be done professionally or ...
    (easy fix ) you can cut a little slit in the waist band and cut some elastic to the size you would like , put a safety pin on the end of the elastic and move the pin inside the fabric all the way around coming back out of the same slit that you started at.  then you could tie or sew the elastic and it will make the band elastic again.
